Driving Licence Applications
Before you can start learning to drive, or take any of the driving tests (Theory and Practical), you must have a Provisional Driving Licence.
Applying for a Provisional Driving Licence
To get a provisional driving licence you must:
- Be a resident of Great Britain
- Be able to read a number plate from 20 metres away
- Provide an identity document
- Provide addresses where you have lived for the past 3 years
- Have your National Insurance number
- Pay the relevant fee
When to Apply
You can apply for your provisional driving licence up to 3 months before your 17th birthday, but you cannot take any driving lessons on the road until your 17th birthday.
If you are receiving disability Driving Allowance at the higher rate you can apply for your provisional driving licence up to 3 months before your 16th birthday, and start driving on the roads on your 16th birthday.

By post – complete the D1 application form available from the Post Office
Online – apply through Government Gateway on the Gov.Uk website
What is the Cost of a Provisional Driving Licence?
Your first full provisional driving licence will cost:
£34 if you apply online
£43 if you apply by post
Your first full driving licence after passing your test is free. However, if you want to change the photo the cost will be £17
How Long is the Provisional Licence Valid?
The provisional licence will last for 10 years.
How to Apply for your Full Driving Licence
You can apply for your full driving licence as soon as you have passed your practical driving test.
When you pass your test the examiner will ask you if you want them to send your licence away and apply for your full licence. Most pupils will agree to this, but it’s entirely up to you. If you will need your licence as ID for an event you may want to keep hold of it initially.
If you keep hold of it, you must then send for your full licence to the DVLA within 2 year of passing your driving test or you will have to take the test again.
Your new licence should be delivered to you within 3 weeks.
